Demonstrating its commitment to employee safety and operational sustainability, Harita Nickel, in collaboration with the Disaster Risk Reduction Center (DRRC) of the University of Indonesia, will organize a Large-Scale Exercise (LSE) or Integrated Disaster Management and Emergency Response Simulation at its operational site on Obi Island from July 27–29, 2025.
Carrying the theme "Integrated Management of Natural and Technological Disasters," this LSE is an advanced development of the company’s routine emergency drills, designed to further strengthen preparedness and response capabilities.
This LSE, themed "Integrated Management of Natural and Technological Disasters", builds upon routine drills to enhance the team's readiness and response capabilities in emergency situations. The exercise will involve employees from various departments across all business units, who will participate as emergency response task forces as well as simulated victims.
According to Supriyanto Suwarno, Occupational Health and Safety Manager at Harita Nickel, the drill scenario is a complex disaster within the downstream nickel and cobalt industry. It will simulate an earthquake followed by a tsunami, causing operational disruptions and employee casualties. Additionally, this disaster triggers a Natech (Natural Hazard Triggering Technological Disaster) incident, involving power disruptions and potential gas leaks in the acid plant area.
"This LSE will be conducted simultaneously across all business units to test the coordination and rapid response capabilities of all teams. This activity is purely preventive and aims to enhance the company's capability in managing emergency situations," explained Supriyanto.
He further added that the scenario was developed based on a thorough study by DRRC UI, as part of a meticulously planned mitigation effort. This training reflects the company's proactive approach to anticipate and manage various risks systematically.
Preparations for the LSE have been underway since June 2025. The task force structure involves departmental representatives from all business units. Adhering to the Incident Command System (ICS), a recognized standard in emergency management, the task force is divided into four divisions: Operations, Planning, Logistics, and Administration.
"Given the vast and complex nature of our operations here, an integrated emergency response task force involving all business units is crucial," stated Erich Marvin Rizal Mongdong, the field coordinator for the exercise. "While we routinely conduct small-scale drills, this large-scale integrated simulation will further strengthen our team's readiness for real-world emergencies."
Prior to the main exercise, the team conducted a Table Top Exercise and a Document Review Exercise, guided by DRRC University of Indonesia on July 24, 2025. These preliminary steps aimed to ensure the effectiveness of the ICS in a multi-hazard scenario and the readiness of standard operating procedure documents for each unit.
“During the simulation, participants will be evaluated by external observers from DRRC UI and relevant stakeholders from the South Halmahera Regency and North Maluku Provincial Governments,” Erich noted, highlighting three key objectives of emergency management: (1) ensuring employee safety, (2) protecting company assets, and (3) guaranteeing operational continuity post-disaster.
Through this large-scale emergency response simulation, Harita Nickel advances its capabilities in mitigating and managing workplace risks, reinforcing its commitment to occupational safety and operational sustainability.
