Regarding the Konde.co article “Child Suffers Shortness of Breath and Itching, Woman Experiences Domestic Violence, Social-Ecological Costs Ignored by Harita in Obi Island” by Anita Dhewy, 6 August 2026

Harita Nickel menghormati kemerdekaan pers dan peran media dalam mengawasi kegiatan industri. Kami juga menghargai setiap keluhan warga dan tidak bermaksud meniadakan pengalaman masyarakat. Namun, artikel Project Multatuli berjudul “Harita dan Label Tambang Hijau di Tengah Utang Kerusakan yang Belum Dibayar” memuat sejumlah kekeliruan faktual, kesimpulan sebab-akibat yang belum terverifikasi, serta tidak mencantumkan sejumlah konteks penting yang telah disampaikan perusahaan.

Pertama, artikel menyimpulkan banjir dan lumpur di rumah warga sebagai akibat pembangunan fasilitas perusahaan, serta menyatakan perusahaan tidak memiliki saluran yang memisahkan air dan lumpur. Kesimpulan kausal tersebut tidak disertai kajian hidrologi atau verifikasi teknis. Harita Nickel sebelumnya telah menjelaskan bahwa data dari lima stasiun pemantauan menunjukkan kejadian hujan sangat lebat hingga ekstrem, termasuk curah hujan hingga 182 mm per hari. Perusahaan juga telah membangun tanggul, kolam pengendapan, dan melebarkan aliran Sungai Todoku dari sekitar 5–7 meter menjadi 17–20 meter sebagai bagian dari mitigasi banjir.

Kedua, artikel memuat klaim bahwa pada Agustus 2022 kadar kromium heksavalen atau Cr6 di mata air Kawasi selama 30 hari berturut-turut melampaui 50 ppb. Namun, artikel tidak menyajikan data primer yang mendasari klaim tersebut, seperti data mentah pemantauan, dokumen internal yang dirujuk, laporan atau sertifikat laboratorium, titik dan waktu sampling, metode analisis, QA/QC, chain of custody, maupun dasar baku mutu yang digunakan. Artikel juga tidak menjelaskan apakah Project Multatuli melakukan verifikasi independen atas material tersebut.
Karena itu, dalam artikel ini pernyataan tersebut masih merupakan klaim atau tuduhan pihak ketiga yang bersumber dari OCCRP dan Gecko Project, bukan temuan faktual yang telah dibuktikan oleh redaksi. Frasa “mengungkap adanya pencemaran” seharusnya diubah menjadi atribusi yang tepat, misalnya “OCCRP dan Gecko Project menyatakan atau menduga bahwa...”, kecuali redaksi dapat menyajikan bukti primer yang dapat diverifikasi.

Selain tidak menyediakan bukti primer atas tuduhan tahun 2022, artikel menghubungkan klaim historis tersebut dengan kondisi sumber air dan gejala kesehatan pada 2026 tanpa pengujian kontemporer pada titik yang sama. Harita Nickel melakukan <a href="https://ternate.tribunnews.com/maluku-utara/102892/mengintip-cara-harita-nickel-mengelola-air-tambang-agar-aman-bagi-lingkungan#google_vignette">pemantauan efluen melalui SPARING</a> yang terhubung dengan sistem pemerintah secara real time dan pengujian kualitas air secara berkala melalui laboratorium independen. Perusahaan juga membangun fasilitas pengolahan air <a href="https://finance.detik.com/berita-ekonomi-bisnis/d-8499843/harita-nickel-dukung-akses-air-bersih-warga-kawasi-lewat-reverse-osmosis">Reverse Osmosis</a> berkapasitas sekitar 40 meter kubik per hari untuk memperkuat akses air bersih masyarakat, dengan target beroperasi penuh pada paruh kedua 2026. Harita Nickel terbuka untuk pengujian bersama melalui laboratorium terakreditasi dengan protokol pengambilan sampel dan chain of custody yang disepakati.

Seluruh sisa hasil pengolahan nikel dari proses RKEF maupun HPAL ditempatkan di darat dan tidak dibuang ke laut. Perusahaan juga menerapkan metodologi dalam proses HPAL untuk mengurangi pembentukan Cr6. Infrastruktur drainase, <a href="https://tbpnickel.com/id/sediment-pond-harita-nickel-komitmen-dalam-pengelolaan-air-tambang">kolam sedimentasi</a>, dan saluran pengelolaan operasional dirancang terpisah dari sumber air minum alami&nbsp; yang digunakan masyarakat.
Ketiga, artikel menghubungkan keluhan kulit, bronkopneumonia, dan angka ISPA dengan polusi perusahaan tanpa menyajikan diagnosis etiologi, data paparan individual, analisis epidemiologis, maupun data pengukuran udara yang membuktikan hubungan tersebut. Harita Nickel memahami kekhawatiran warga dan terbuka mendukung pemeriksaan kesehatan serta kajian independen. Namun, kondisi kesehatan seseorang tidak dapat ditetapkan penyebabnya hanya berdasarkan foto gejala, kedekatan lokasi, warna kepulan cerobong, atau jumlah kunjungan fasilitas kesehatan.
Untuk mengendalikan debu fugitif dari penanganan batu bara, Harita Nickel menggunakan dua fasilitas penyimpanan tertutup atau coal dome (yang ketiga dalam proses pembangunan), serta sistem konveyor dari area jeti menuju lokasi penyimpanan dan penggunaannya. Sistem ini membatasi paparan batu bara terhadap angin dan hujan serta mengurangi potensi penyebaran debu selama proses pemindahan dan penyimpanan. Pengendalian tersebut melengkapi teknologi pengendali emisi pada proses pembakaran di PLTU, termasuk Electrostatic Precipitator dan Flue Gas Desulfurization.
Emisi dari pembangkit listrik dan proses industri juga dipantau secara berkelanjutan melalui Continuous Emission Monitoring System (CEMS) yang terkalibrasi dan terintegrasi dengan Sistem Informasi Pemantauan Emisi Industri Kontinu (SISPEK) milik pemerintah. Sepanjang tahun 2025, hasil pemantauan menunjukkan parameter emisi pada sumber yang dipantau berada dalam ambang batas yang berlak
Rangkaian fasilitas tersebut merupakan bagian dari pendekatan pengendalian berlapis perusahaan untuk mengurangi risiko terhadap kualitas udara. Namun, kepatuhan terhadap baku mutu maupun keberadaan fasilitas pengendalian tidak berarti perusahaan mengabaikan keluhan kesehatan masyarakat. Selama beberapa tahun terakhir, perusahaan telah melakukan Health Impact Assessment, penyediaan obat dan peralatan kesehatan, pemeriksaan kesehatan, imunisasi, edukasi kesehatan, dan fasilitasi rujukan medis sebagai bagian dari komitmen terhadap perbaikan berkelanjutan.
Harita Nickel memahami bahwa keluhan gangguan pernapasan, khususnya pada balita dan anak-anak, perlu mendapat perhatian dan penanganan medis yang tepat.
Berdasarkan catatan Polindes Kawasi periode Januari–Mei 2026, terdapat 163 catatan layanan kesehatan yang diklasifikasikan sebagai ISPA. Angka ini secara absolut jauh lebih rendah dibandingkan sejumlah wilayah lain di Halmahera Selatan, termasuk daerah di luar Pulau Obi dan wilayah operasi Harita Nickel. Pada periode yang sama, Puskesmas Labuha mencatat 1.193 kasus, Maffa 810 kasus, dan Babang 740 kasus.
Data tersebut menunjukkan bahwa ISPA ditemukan secara luas di Halmahera Selatan dan tidak hanya terjadi di Kawasi. Namun, data agregat layanan kesehatan tidak dapat digunakan untuk menentukan prevalensi maupun hubungan sebab-akibat dengan sumber emisi tertentu. Hal tersebut tetap memerlukan pemeriksaan medis, kajian epidemiologis, dan pemantauan kualitas udara secara terpadu.
Keempat, klaim bahwa operasi Harita Nickel menyebabkan deforestasi sekitar 4.800 hektare sejak 2001 tidak disertai metodologi yang memungkinkan verifikasi, seperti area analisis, batas konsesi, ambang tutupan kanopi, klasifikasi penyebab kehilangan tutupan pohon, maupun overlay dengan area reklamasi. Kehilangan tutupan pohon dalam dataset tidak otomatis identik dengan deforestasi permanen dan tidak dapat langsung diatribusikan kepada satu perusahaan.
Sebagai konteks, <a href="https://tbpnickel.com/files/pdf_assets/Summary%20of%20LNRA%20Harita%20Nickel.pdf">Landscape-Level Nature Risk Assessment</a> (LNRA) Pulau Obi dilaksanakan oleh pihak independen pada tahun 2023 menggunakan citra satelit beresolusi tinggi sejak 1984, data historis penggunaan lahan, pemodelan spasial, masukan pemangku kepentingan, serta verifikasi lapangan. Kajian berskala pulau tersebut juga telah melalui proses tinjauan oleh ahli independen dan mencatat bahwa pada periode 2009-2023 sekitar 400 hektare hutan alam dibuka untuk gangguan lahan terkait pertambangan, dari total area terganggu sekitar 4.136 hektare. LNRA juga mencatat bahwa dikarenakan kebakaran lahan besar pada 2002-2003, tutupan hutan telah berkurang, jauh sebelum kegiatan pertambangan perusahaan dimulai, sedangkan kehilangan hutan alam akibat aktivitas pertambangan selama sekitar 15 tahun terakhir tercatat hanya sekitar 1,4% dari total luas Pulau Obi.

Konteks tersebut tidak menghapus kewajiban perusahaan untuk menghindari, memitigasi, mereklamasi, dan memulihkan dampak. Namun, setiap klaim deforestasi perlu memisahkan perubahan yang terjadi sebelum pertambangan, kebakaran lahan, aktivitas pihak lain, dan pembukaan yang dapat diatribusikan kepada operasi Harita Nickel. Karena itu, kami meminta Project Multatuli membuka metodologi dan data spasial yang mendasari angka 4.800 hektare serta melakukan verifikasi dengan kronologi penggunaan lahan yang lengkap.
Kelima, artikel menggunakan istilah “terpaksa pindah”, “pengusiran paksa”, “dalih”, dan “mengiming-imingi” dalam membahas Permukiman Baru Desa Kawasi. Program tersebut merupakan inisiatif Pemerintah Kabupaten Halmahera Selatan dan diawasi Tim Terpadu berdasarkan <a href="https://peraturan.bpk.go.id/Details/305986/perbup-kab-halmahera-selatan-no-72-tahun-2023">Peraturan Bupati Halmahera Selatan Nomor 72 Tahun 2023</a>. Pelaksanaan didukung LARAP, tahapan pendaftaran, verifikasi, penilaian aset, perjanjian formal, posko informasi dan pengaduan, pemantauan independen, serta mekanisme penanganan keluhan. Fasilitas <a href="https://tbpnickel.com/id/tempati-gedung-baru-berfasilitas-lengkap-aktifitas-belajar-smp-loji-permai-dan-sma-tunas-muda-desa-kawasi-berlangsung-lebih-baik">pendidikan</a>, <a href="https://www.tandaseru.com/2026/06/30/akses-kesehatan-makin-dekat-puskesmas-pembantu-kawasi-diperluas-untuk-masyarakat-obi/">kesehatan</a>, <a href="https://halmaheraraya.id/peresmian-kompleks-gereja-gpm-kawasi-oleh-wabup-halsel-perkuat-harmoni-kehidupan-berjemaat/">rumah ibadah</a>, <a href="https://lestari.kompas.com/read/2026/03/24/125342386/merawat-sumber-air-kawasi-di-pulau-obi-demi-keberlanjutan-generasi-mendatang?page=all">air bersih</a>, <a href="https://kasedata.id/listrik-dan-air-bersih-gratis-24-jam-warga-kawasi-nikmati-kualitas-hidup-di-pemukiman-baru/">listrik</a>, sarana olahraga, dan <a href="https://tbpnickel.com/id/diluncurkan-kawasan-perekomian-desa-kawasi-diharapkan-jadi-penggerak-ekonomi-lokal">ruang komersial</a> merupakan bagian dari penyediaan permukiman yang layak, bukan pengganti hak masyarakat.

Harita Nickel juga tetap memberikan dukungan di permukiman lama, termasuk genset tambahan dan dukungan layanan kesehatan melalui Polindes serta pembangunan Puskesmas Pembantu. Bagi nelayan, perusahaan membangun dan menyempurnakan <a href="https://ternate.tribunnews.com/maluku-utara/102041/pengelolaan-pesisir-adaptif-desa-kawasi-dengan-pembangunan-breakwater">breakwater</a> untuk mengurangi abrasi, mengendalikan sedimentasi di muara, dan menjaga akses keluar masuk perahu. Kami terbuka untuk kajian perikanan partisipatif dan pengujian independen terhadap air dan biota.
Terakhir, Harita Nickel sedang mengikuti proses penilaian Initiative for Responsible Mining Assurance (IRMA) sebagai bagian dari upaya memperkuat standar lingkungan, sosial, dan tata kelola. Penilaian bahwa proses tersebut merupakan greenwashing adalah pendapat pihak tertentu dan harus dinyatakan sebagai opini yang teratribusi, bukan kesimpulan faktual redaksi. Sejak 2024 hingga Juli 2026, Harita Nickel telah menerima lebih dari 100 kunjungan media, mencakup media <a href="https://asia.nikkei.com/business/markets/commodities/indonesian-battery-material-makers-navigate-china-west-ev-tensions">internasional</a>, <a href="https://www.idntimes.com/business/economy/kisah-harita-nickel-olah-kualitas-air-berstandar-internasional-irma-00-2mt7q-34ftn9">nasional</a>, dan <a href="https://www.tandaseru.com/2026/07/21/menyaring-air-di-bumi-obi-intip-cara-harita-nickel-kelola-air-tambang/">lokal</a>, serta kunjungan <a href="https://www.youtube.com/watch?v=YUfpHwwN4Qs">akademisi</a>, <a href="https://www.metrotvnews.com/read/kewCMWjx-transformasi-desa-kawasi-dari-terpencil-menjadi-pusat-pertumbuhan-sosial-ekonomi">peneliti</a>, <a href="https://www.tandaseru.com/2025/04/25/kunjungi-harita-nickel-katam-temukan-pengelolaan-lingkungan-dilakukan-profesional/">organisasi nirlaba</a>, dan <a href="https://responsiblemining.net/2025/03/14/scs-global-services-scs-to-conduct-on-site-assessment-of-harita-nickel-in/">lembaga penelitian</a> ke Pulau Obi.
Harita Nickel meminta Project Multatuli memperbaiki kekeliruan faktual, membedakan kesaksian dan opini dari fakta terverifikasi, serta memuat Hak Jawab ini secara proporsional dan menautkannya pada artikel asal. Kami tetap terbuka untuk verifikasi data dan dialog konstruktif agar publik memperoleh informasi yang akurat dan berimbang.

Harita Nickel's Right Of Reply  Regarding Project Multatuli’s article “Harita and the Green Mining Label Amid Unpaid Environmental Damage”

In response to a number of publications and inquiries from the media, local communities, and civil society organizations regarding environmental and social conditions in Kawasi Village, Obi Island, Harita Nickel would like to provide clarification on several issues that have recently been raised. This is part of our commitment to transparency and the ongoing <a href="https://responsiblemining.net/pembaharuan-periode-tindakan-korektif-opsional-di-harita-nickel/">Initiative for Responsible Mining Assurance (IRMA)</a> certification process.
<h2 dir="ltr" style="text-align: justify;">Water Management and Climate Conditions on Obi Island</h2>
Regarding water quality within Harita Nickel's operational area, we implement water management practices in accordance with Indonesian government regulations. Water quality is continuously monitored through the <a href="https://ternate.tribunnews.com/maluku-utara/102892/mengintip-cara-harita-nickel-mengelola-air-tambang-agar-aman-bagi-lingkungan#google_vignette">SPARING</a> (Continuous and Online Wastewater Monitoring System) managed by the Ministry of Environment. Data from the monitoring equipment is transmitted directly to the government's central database, allowing it to be audited at any time. Harita Nickel also conducts regular <a href="https://money.kompas.com/read/2025/11/12/204043626/harita-nickel-penuhi-standar-kualitas-air-tanah-di-kawasan-industri">water quality testing</a> through independent accredited laboratories. In addition, we continue to welcome academics and other <a href="https://www.telapak.org/kajian-lingkungan-laut-di-kawasan-pesisir-dan-laut-obi-selatan/">independent parties</a> to conduct relevant <a href="https://lestari.kompas.com/read/2026/03/24/125342386/merawat-sumber-air-kawasi-di-pulau-obi-demi-keberlanjutan-generasi-mendatang?page=all">observations</a> and studies.
As part of our efforts to strengthen access to <a href="https://www.tempo.co/info-tempo/penuhi-kebutuhan-penduduk-harita-nickel-bangun-konservasi-air-di-kawasi-2137244">clean water </a>for local communities, Harita Nickel is constructing a <a href="https://finance.detik.com/berita-ekonomi-bisnis/d-8499843/harita-nickel-dukung-akses-air-bersih-warga-kawasi-lewat-reverse-osmosis">Reverse Osmosis (RO)</a> water treatment facility in Kawasi with a capacity of approximately 40 cubic meters per day. The facility incorporates advanced filtration and ozonation systems to ensure microbiological and chemical water safety and is targeted to commence full operations in the second half of 2026.

Harita Nickel also recognizes the increasing impacts of climate change experienced in recent years. Rainfall monitoring conducted through five weather stations established by the company indicates that rainfall has exceeded 100 millimeters per day during certain periods, which falls into the category of very heavy rainfall. At one monitoring point, rainfall reached 182 millimeters per day, meeting the criteria for extreme rainfall and contributing to flooding in mid-2023.
During the recent period of extreme rainfall that affected many areas across North Maluku, Harita Nickel coordinated with local government authorities while <a href="https://finance.detik.com/berita-ekonomi-bisnis/d-8361539/bekali-warga-mitigasi-bencana-ini-sinergi-harita-nickel-pemerintah-malut">providing food assistance,</a> clean water, and healthcare services to affected communities in several villages, including Kawasi. The company has also implemented <a href="https://tbpnickel.com/id/soal-banjir-di-desa-kawasi-begini-faktanya">mitigation measures</a>, including the construction of flood embankments, additional sedimentation ponds, and the widening of the Todoku waterway from its original width of 5–7 meters to approximately 17–20 meters to improve water flow capacity.
Beyond <a href="https://tbpnickel.com/id/sediment-pond-harita-nickel-komitmen-dalam-pengelolaan-air-tambang">sedimentation ponds</a>, <a href="https://www.suara.com/bisnis/2026/07/28/162847/harita-nickel-kembangkan-pendekatan-pengelolaan-tailing-sesuai-karakteristik-indonesia">tailings management</a> is an essential component of responsible mining. In our High Pressure Acid Leach (HPAL) process, Harita Nickel applies a patented methodology developed by our technical partner to reduce the formation of hexavalent chromium (chromium-6).
In managing<a href="https://tbpnickel.com/id/pengelolaan-limbah-merubah-sisa-menjadi-guna"> Processing Residues</a>, the Company adopts circular economy principles by placing resource efficiency and environmental protection as integrated priorities. This approach reflects our commitment to transitioning from a traditional linear economy model (take-make-dispose) toward a more sustainable system by reducing waste generation, maximizing resource recovery, and minimizing environmental impacts.
Across our operations, processing residues generated from both RKEF smelters and HPAL refineries are managed responsibly through land-based placement, with no marine disposal. The utilization of former mine pits as engineered placement facilities provides a solution that is both environmentally responsible and supports sustainable land management.

It is important to emphasize that no drainage channels, sedimentation ponds, or discharge systems intersect with natural drinking water sources. This separation principle reflects our commitment to ensuring that mining infrastructure never compromises community water resources.

Harita Nickel continues to support the relocation program to the new Kawasi settlement, an initiative introduced by the<a href="https://swa.co.id/read/475039/harita-nickel-dan-pemkab-halmahera-selatan-bangun-permukiman-modern-di-kawasi"> South Halmahera Regency Government.</a> Throughout the development process, the Company has involved qualified<a href="https://industri.kontan.co.id/news/potret-desa-kawasi-dan-tantangannya"> independent experts</a> to provide <a href="https://news.detik.com/foto-news/d-8121686/menata-hidup-baru-di-kawasi-baru">monitoring,</a><a href="https://industri.kontan.co.id/news/potret-desa-kawasi-dan-tantangannya"> evaluation</a>, and<a href="https://www.telapak.org/ringkasan-laporan-sosial-di-desa-desa-sekitar-wilayah-operasi-harita-nickel/"> technical recommendations.</a>

<a href="https://kasedata.id/warga-kawasi-resmi-kantongi-sertifikat-pemukiman-baru/">Residents</a> of the new Kawasi settlement have also recently received legal certainty over<a href="https://gamalamanews.com/2026/04/30/dari-lahan-ke-penghidupan-baru-kisah-warga-kawasi-dan-soligi-menyusun-masa-depan/"> land ownership</a>. The South Halmahera Regency Government officially handed over land ownership certificates to residents through the Regency Housing and Settlement Agency.

Beyond housing, Harita Nickel recognizes the importance of preserving Obi's marine ecosystem, which supports the livelihoods of local fishermen, and continues to provide opportunities for dialogue to better understand community concerns.
Each year, Harita Nickel supports the<a href="https://money.kompas.com/read/2025/06/16/174200726/turnamen-mancing-ungkap-kekayaan-ikan-di-perairan-obi"> Obi Fishing Tournament</a> in the waters of Kawasi Village as a platform for community engagement and collaboration among local communities and government institutions. During the 2025 tournament, fish catches were reported to be <a href="https://poskomalut.com/klaim-tangkapan-ikam-melimpah-dalam-obi-fishing-tournament-2025/">more abundant</a> than in previous years.
To further support fishermen in Kawasi Village, Harita Nickel constructed coastal <a href="https://ternate.tribunnews.com/maluku-utara/102852/harita-nickel-bangun-breakwater-di-perairan-kawasi-jaga-jalur-perahu-nelayan-dan-cegah-abrasi?lgn_method=google&amp;google_btn=onetap">breakwater infrastructure</a> between 2022 and 2023, with additional improvements completed in 2026. The structure helps reduce coastal erosion, manage sedimentation at the river mouth, and improve safe access for fishing boats entering and leaving the shoreline.

Harita Nickel applies data-driven and technology-enabled environmental management to protect water quality and marine ecosystems. The company has built 58 settling ponds to contain and treat runoff water before it is discharged into the ocean.
Water quality is monitored through KLHK’s SPARING system (Continuous and Networked Industrial Wastewater Quality Monitoring System), which streams real-time data to the government’s central database before any discharge is released into the environment.
Additional monitoring is conducted by accredited independent laboratories, with average results showing key parameters remain below quality-standard thresholds. Marine ecosystem assessments also cover sediment, plankton, benthos, and coral reefs to ensure ecological balance is maintained. In addition, Harita Nickel deploys reef cubes, artificial reef structures that support coral growth and create new fish habitats—helping regenerate marine ecosystems naturally.

Throughout 2024, the SUTAN fisher groups supplied 28.5 tons of fish for employee consumption, creating a stable and sustainable local economic chain. Beyond providing a guaranteed market for the fishers, the program also involves the active participation of fishers’ wives in quality control and financial record-keeping, ensuring that the economic benefits extend across coastal households.

Building Sustainability through Data and Transparency on Obi Island

For Harita Nickel, mining has never been defined solely by what is extracted from beneath the ground. Harita’s business operations are governed by strong social and community wellbeing principles. For us, mining is inseparable from people, nature, and the future of local communities. On Obi Island, where our operations have developed for over two decades, this is not an abstract principle but a guiding commitment from the very top of the company.
As conversations around sustainability grow more complex, so does the importance of demonstrating how mining can evolve to keep pace. At Harita Nickel, we recognize that our responsibility is not only to operate but also to continually improve, to listen, and to adapt.
<h2 style="text-align: justify;">Water: A Shared Responsibility</h2>
For Harita Nickel, protecting water is one of the cornerstones of responsible operations. We have recently improved our systems to provide the same reliable water supply for both communities and our workforce. Kawasi Village now shares the same water source as our worker camps and operations, while in the new settlement of Kawasi Village, the water is supplied from the Akelamo River through a company-operated treatment facility. Sharing the same water system means our neighbors and our employees are held to one standard: safe, reliable, and fair access for everyone. We are implementing such continuous improvements in response to community concerns, demonstrating our commitment to stronger stewardship and transparency.
It is important to underline: no drainage channel, sediment pond, or outlet channel intersects with natural drinking water sources or rivers. This principle of separation reflects our commitment to ensuring that infrastructure designed for mining never compromises community water systems.
<h2 style="text-align: justify;">Continuous Improvement and Transparency </h2>
Mining always poses various technical challenges, such as managing runoff and sediment. Sediment ponds in the Harita Nickel Obi Site are built to capture and filter runoff before it reaches natural waterways, allowing suspended particles to settle. These facilities evolve with the environment, requiring regular adaptation, reinforcement, and redesign.
Harita Nickel treats each challenge in this area as a prompt for improvement. When concerns arise, they are not moments to pause but opportunities to refine design, strengthen safeguards, and align&nbsp;with international best practices. Our continued investment in sediment pond infrastructure reflects this philosophy of ongoing progress.
Currently, Harita Nickel is voluntarily undertaking assessment against the Initiative for Responsible Mining Assurance (IRMA)—the most rigorous global standard for responsible mining. In 2024, we began our independent IRMA audit, knowing that the process would challenge us to be more transparent, more accountable, and more consistent with international best practices. Harita is the first mining operation in Indonesia to embark on this globally accepted standard – out of over 1,000 mines in the country. At the moment, we are awaiting the draft audit report. After receipt of the report and the official IRMA review period, we will be able to share further information.
<h2 style="text-align: justify;">Tailings: Innovation and Vigilance </h2>
Alongside sediment ponds, tailings management is a critical part of responsible mining. Our approach begins even before disposal, guided by our Group Sustainability Policy which mandates a High Conservation Value (HCV) assessment prior to commencing any mining operations or establishing tailing storage facilities in areas identified as sustainability high-risk. This proactive commitment ensures we understand and preserve critical ecological and social values from the outset.
In strict compliance with national regulations, Harita Nickel unequivocally prohibits the use of Deep Sea Tailings Placement (DSTP). Our tailings are disposed and managed in facilities with multiple layers of containment, minimizing risks of runoff due to rain.
In our HPAL (High Pressure Acid Leach) process, Harita Nickel applies a patented methodology developed by our technical partner to reduce the formation of chromium-6. This innovation, first reported in our 2023 Sustainability Report (p.93), reflects our proactive approach to addressing one of the most pressing environmental concerns associated with nickel processing. Additional details have been shared in the 2022 Report (pp.94–95), the 2023 Report (pp.100–102), and the 2024 Report (pp.91–92) for reference.
Equally important, studies show by competent third parties that our tailings are nonexplosive, nonflammable, nonreactive, noncorrosive, and nontoxic, based on accepted LC50 and LD50 levels and sub-chronic toxicity tests. The <a href="https://api.tbpnickel.com/storage/images/Attachment%205%20-%20Intertek%20tailings%20laboratory%20analysis.pdf">results</a> of these studies are available publicly and we invite stakeholders to review them and share their own data to contribute to a shared understanding, including information that may present differing perspectives.
Our team in the field, and accredited laboratories monitor relevant parameters of our tailings storage areas at defined intervals to ensure compliance and vigilance. Monitoring results consistently confirm compliance with our government permits and relevant international standards. Assessment of compliance against IRMA Standard Chapter 4.1 and Chapter 4.2 of these facilities is included in the&nbsp;ongoing audit. This independent data ensures that reporting is evidence-based and that communities and stakeholders can rely on facts, not assumptions, in understanding our performance.
By investing in both technological innovation and rigorous monitoring, Harita Nickel seeks to advance the standard of tailings management in Indonesia’s nickel industry.
<h2 style="text-align: justify;">Respecting People and Rights </h2>
Our progress is not only about the land but also about people. Harita Nickel maintains a zero-tolerance policy against harassment, intimidation, or coercion. All company and security personnel undergo human rights training on Voluntary Principles on Security and Human Rights, and government security forces assigned to our site are briefed on international best practices in alignment with IRMA Standard Chapter 3.5.
Through comprehensive human rights due diligence against, and an <a href="https://tbpnickel.com/en/whistleblowing">open grievance and anonymous whistleblowing mechanism</a>, we actively receive and address concerns impartially. Human Rights Due Diligence is conducted against the UN Guiding Principles on Business and Human Rights, IRMA Chapter 1.3 and IFC Performance Standards. While we have not received substantiated reports through these mechanisms, our commitment remains clear: if specific documented cases are presented, we will investigate thoroughly and act decisively. 
<h2 style="text-align: justify;">New Kawasi</h2>
The relocation of Kawasi Village to the new settlement is a government-led process and strictly voluntary. Our role is supportive—helping ensure proper housing, facilities, and services—while welcoming independent observers to monitor transparency and fairness. In 2018 the original village was rated as Tertinggal, or ‘Left Behind’ (a metric used to determine quality of life). It is prone to frequent flooding, vulnerable to sea level rise and extreme weather events. To that end, Harita has voluntarily provided land, free electricity and even social and religious infrastructures such as two schools, a mosque, a church, a community hall, a sports centre and a commercial area. The surrounding land is productive, so we have put in place an agricultural training facility and supported entrepreneurial ventures to help the residents become economically self-sufficient. We believe this initiative indirectly addresses several concerns raised by the community and external parties, including the issues of flooding, inadequate access to electricity and clean water and lack of modern of infrastructure. By moving residents to a modern, planned community with proper drainage and sanitation, the relocation program serves a dual purpose: it fulfils a social commitment to improve welfare while simultaneously providing decent living conditions/housing areas, free from the highlighted issues.
Under no circumstances did Harita Nickel and its employees/contractors conduct intimidation or forcefully relocate the community members against their wishes. The process is based on continuous consultation with local stakeholders and especially the villagers themselves, the majority of whom are happy with the outcome and looking forward to moving into new homes. This process is assessed against IRMA Standard Chapter 2.4, and progress is reported quarterly in our <a href="https://tbpnickel.com/en/1q25">Analyst / Investor Briefing presentations</a>, while a comprehensive annual summary is reported in our Sustainability Report (Sustainability Report 2024, page 148).
<h2 style="text-align: justify;">Investing in Shared Prosperity</h2>
Beyond compliance, we believe in building shared prosperity. In 2024 alone, Harita Nickel invested a significant number of resources in environmental management and sustainability initiatives. Our operations on Obi Island, South Halmahera, North Maluku, are situated in an area characterized by annually increasing&nbsp; heavy and prolonged rainfall. This demands a comprehensive and resilient water management system. Over time, we have refined our operational practices not only to comply with regulations, but to <a href="https://ekonomi.bisnis.com/read/20231210/44/1722600/jelajah-ev-sederet-upaya-harita-nickel-jaga-ekosistem-dari-kolam-sedimen-hingga-daur-ulang-air?utm_source=desktop&amp;utm_medium=search" target="_blank" rel="noopener">minimize environmental impact</a> and ensure that surface runoff is responsibly managed and treated.
As part of this commitment, we apply integrated land-use planning that prioritizes environmental protection while supporting operational needs, including in the development of the Obi Industrial Area. Land clearing is carried out in accordance with spatial planning that balances infrastructure expansion with ecological considerations. Green open spaces are incorporated into the industrial area to support biodiversity and manage runoff.&nbsp;
This approach helps reduce environmental disruption and limits the exposure of bare soil to rainfall, which is essential for preventing erosion, controlling sediment run off, and mitigating the release of naturally occurring elements—such as metals—that could affect downstream water&nbsp; quality.

<h4>Water Quality Management: Precision Monitoring and Advanced Treatment</h4>
Our&nbsp;<a href="https://www.youtube.com/watch?v=Iu1195SUCnI" target="_blank" rel="noopener">integrated water management system</a> is designed to control runoff and protect environmental quality on a long-term basis. <a href="https://ekonomi.bisnis.com/read/20231211/44/1722666/jelajah-ev-terapkan-pertambangan-ramah-lingkungan-ini-komitmen-harita-nickel?utm_source=desktop&amp;utm_medium=search">Drainage channels </a>are equipped with drop structures to slow water flow, prevent erosion, and ensure that surface runoff undergoes sedimentation before entering sedimentation ponds.
<a href="https://kumparan.com/kumparannews/proteksi-lingkungan-jadi-komitmen-serius-harita-nickel-22jSVdUFGXU" target="_blank" rel="noopener">Sedimentation ponds</a> (IPAL) play a critical role in reducing Total Suspended Solids (TSS) to maintain water quality downstream. Pond capacity is continually scaled in proportion to land clearing within the watershed (catchment area). Water quality in these ponds is monitored regularly to ensure it complies with government standards.
<a href="https://halmaherapost.com/2024/05/14/rahasia-pengolahan-air-limbah-harita-nickel-di-pulau-obi-terungkap-begini-prosesnya/" target="_blank" rel="noopener">For transparency and oversight,</a>&nbsp; we support our physical infrastructure with SPARING devices to capture real time monitoring. These are installed at compliance points and connected directly to the Ministry of Environment’s national system, allowing for automated reporting of both flow and water quality data.
In addition, the potential presence of dissolved metals—including Chromium-6 from lateritic soils—is managed through sedimentation, flocculation, and coagulation processes prior to discharge. Regular sampling and laboratory analysis are conducted by accredited independent third parties.
In <a href="https://www.cnbcindonesia.com/news/20230412213925-4-429431/laporan-terbaru-mata-air-tambang-di-obi-kondisi-layak-minum" target="_blank" rel="noopener">2023</a> and 2024, independent assessments found no non-conformities related to water or environmental management across our operational areas.&nbsp;

<h4>Energy sources on Obi Island</h4>
Nickel remains essential to clean energy transition, medical advancements, and various industrial applications. However, nickel processing requires a stable, high-volume energy source that is not yet fully achievable through renewables alone. To tackle emissions reduction in line with our targets, we conducted comprehensive viability assessments, partnering with expert entities like USAID SINAR and Climate Smart Ventures.
These studies identified both limitations and opportunities. Our remote location complicates the integration of renewable energy technologies, so we have widened our scope, even surveying the possibility of hydrogen or biomass technologies as part of our decarbonization planning.
<h4>Emissions Reduction</h4>
In October 2024, a <a href="https://ieefa.org/sites/default/files/2024-10/IEEFA%20Report%20-%20Indonesia%27s%20nickel%20companies%20need%20RE_Oct2024.pdf">study</a> by The Institute for Energy Economics and Financial Analysis (IEEFA) projected the future emissions of Harita Nickel’s operations. The projection assumed that emissions intensity is fixed at 2023 levels, however, this assumption is not in line with our actual progress in emissions reduction.
Harita Nickel’s emissions intensity for all products has decreased in 2024 from 2023 levels (detailed, third-party assured data to be published in the upcoming 2024 Sustainability Report). With our various improvements and technological improvements, we expect our emissions intensity to further decrease in the coming years.
Harita Nickel remains committed to a 30% emissions reduction target for all facilities established on or before 2022. This approach is aligned with a science-based approach, as per our <a href="https://tbpnickel.com/sustainability/sustainability-policy">Sustainability Policy</a>.
We are achieving these reductions with our integrated decarbonization strategy:

<li>Expert Collaboration: Developed in cooperation with Climate Smart Ventures, drawing insights from the 2023 USAID SINAR study.</li>

<li>Operational Efficiency: Implementation of ISO 50001 to systematically enhance energy management and combustion efficiency.</li>
<li>Energy Diversification: Evaluating diverse renewable energy technologies, with solar power as a central component. We have currently deployed solar power to power office buildings, worker housing, street lighting, and telecommunications infrastructure.&nbsp;</li>
<li>Technology Optimization: Scaling up initiatives including waste heat recovery, biofuels, electric vehicles, and renewable energy integration.</li>

PT Trimegah Bangun Persada Tbk and its Company of subsidiaries and affiliated companies (PTTBP or the Company) refer to the Washington Post article titled “To meet EV demand, industry turns to technology long deemed hazardous”, released online on 10 May, 2023 (the article). The article focuses on High Pressure Acid Leaching (HPAL) technology, and hence this reply refers to PTTBP’s practices related to the operation of its HPAL facility.
We appreciate the concerns raised in the article, and the Company is strongly aware of the need to responsibly manage our operations. Since the start of our operations on Obi island in 2010, PTTBP has consistently obtained all required permits, and complied with all applicable environmental and other regulations. We are committed to continuous improvement, and welcome feedback on our environmental and social management, and any other aspect of our operations.
As the implementer of the National Strategic Program (PSN) for the Obi Island Industrial Area (KIO), PTTBP is strongly committed to contribute to economic development in Indonesia and to the energy transition on a global level. In PTTBP’s&nbsp;<a href="https://tbpnickel.com/files/home_assets/TBP%20Sustainability%20Policy-WEB-EN.pdf">Sustainability Policy</a>, we commit to a high standard of environmental practices in line with national regulations and international standards. In recent months, we have responded to a range of concerns about our environmental management, including the points raised in the article. Further information about these responses and our environmental practices can be found on our&nbsp;<a href="https://tbpnickel.com/">website</a>. This information directly addresses the issues raised in the article regarding our operation of HPAL technology.
In response to the article, we would like to reiterate that:
<ul>
<li>PTTBP has obtained and complies with all requirements of all environmental permits for its operations.</li>
<li>The North Maluku Province Environmental Service regularly monitors PTTBP’s compliance with environmental management and monitoring obligations, and has declared PTTBP to be fully compliant see&nbsp;<a href="https://tbpnickel.com/files/documents/Attachment%201%20-%20Meeting%20minutes%20on%20the%20implementation%20of%20the%20Environmental%20Management%20Plan%20-RKL-%20and%20Environmental%20Monitoring%20P.pdf" target="_blank" rel="noopener">(Attachment 1)</a>.</li>
<li>PTTBP has installed water quality and emission monitoring systems to ensure continuous monitoring of all its effluents and emissions and compliance with applicable quality standards. This includes a SPARING tool for water quality and a Continuous Emission Monitoring System. All parameters have shown to be compliant with the legal requirements.</li>
</ul>
<h3>Water Quality and Effluent Management</h3>
Kawasi residents are still using the same source of drinking water they had been using before our operations on Obi island began (the Kawasi spring). Analysis results of the water quality of the Kawasi spring for more than 10 years (2013 – 2023) have shown that the water quality is suitable for consumption and in line with the water quality standards set by the government. In addition to tests in PTTBP-owned laboratories, the water is tested in an accredited, independent laboratory.
In April 2023, we invited 12 national media editors to examine our environmental management practices. They were invited to take water samples from the Kawasi spring to be analyzed in an accredited,&nbsp;independent laboratory. The test result showed an in-situ pH level of 7.87, and a Cr6+ (hexavalent chromium) level of &lt;0.005 mg/L. The respective quality standards for drinking water issued by the Indonesian Ministry of Health are 6.5-8.5 for in situ pH levels and 0.05 mg/L for Cr6+. PTTBP recognizes that runoff water during the rainy season caused a change of color in the water bodies surrounding the Company’s mining operations. This change of color is caused by sediments, and similar effects can be observed in other non-mining areas in Indonesia. We have conducted a thorough investigation to determine the source of the runoff, and concluded with certainty that it is&nbsp;not from our HPAL operations.
Our analysis showed that the runoff in affected water bodies presents no danger to the environment or humans. Yet, in response to inputs and questions from the community and our stakeholders, and as a precautionary measure, we took steps to remedy and prevent this occurrence, including enlarging our sediment ponds. This is demonstrated in the comparison image below.

The combined capacity of our current sediment ponds is more than 500 Olympic-sized swimming pools.
Currently, there is no change of water color around our mining area. As proof, we are attaching the images of the coast in front of our operations, taken on 26 April, 2023&nbsp;<a href="https://tbpnickel.com/files/investor_assets/Attachment%203%20-%20Coast%20images-%208.5..pdf" target="_blank" rel="noopener">(Attachment 2)</a>, and 8 May, 2023&nbsp;<a href="https://tbpnickel.com/files/investor_assets/Attachment%204%20-%20Coast%20images-%2026.4.pdf" target="_blank" rel="noopener">(Attachment 3)</a>.&nbsp;
The Company monitors the marine environment through the involvement of independent consultants and universities that provide professional and independent perspectives to verify that our operations cause no negative impact. Monitoring activities include water quality, fish population, reef, plankton, and benthos conditions. Monitoring and evaluation results from 2010 to date show no significant impact by our operations on the marine environment.
Several marine experts have conducted research in the sea around Kawasi Village and found abundant fisheries productivity, which is maintained until today. Details are available in the aforementioned public response.
<h2>HPAL Tailings</h2>
PTTBP&nbsp;has never disposed and will never dispose tailings&nbsp;from our HPAL operations to rivers, the sea, or&nbsp;any area outside its designated tailings storage facilities.
Before operating the current Dry Stack Tailings Placement facility, PTTBP obtained a permit from the Indonesian Ministry of Environment and Forestry (KLHK), which the Company fully complies with.
The KLHK permit&nbsp;requires us to ensure that tailings are&nbsp;not toxic. The parameters our tailings have to meet are :
<ol>
<li>Not explosive.</li>
<li>Not Flammable.</li>
<li>Not Reactive.</li>
<li>Non Corrosive (pH +/-8).</li>
<li>Radionuclide levels within regulatory provisions.</li>
<li>Toxic and Chronic Leaching below regulatory limits.</li>
<li>Overall chemistry within regulatory provisions.</li>
<li>Toxicity Lethal Dose 50 and Lethal Concentration 50: non toxic.</li>
<li>No subchronic toxicity.</li>
</ol>
Evidence that our tailings meet these criteria is provided in the attached laboratory certificate issued by an accredited, independent laboratory&nbsp;<a href="https://tbpnickel.com/files/documents/Attachment%205%20-%20Intertek%20tailings%20laboratory%20analysis.pdf" target="_blank" rel="noopener">(Attachment 5)</a>.
We fully recognize that tailings present potential risks. To minimize these risks, we use the following methods:
<ul>
<li>The facility design considers maximum expected precipitation (rainfall) on Obi island, and potential earthquakes.</li>
<li>Tailings are dewatered in an auto press and treated to achieve similar characteristics as the original&nbsp;laterite&nbsp;soil. Tailings are then transported to the placement facility using conveyors and distributed according to facility design requirements. Liquid from the auto press is captured and reverted back to the HPAL facility, creating a closed loop system. Any unexpected leakage of this system is captured in pipes and transported to leachate ponds.</li>
<li>All runoff water from the facility is captured in leachate collection and treatment ponds. Groundwater, leachate water and leachate water outflow are tested in an accredited, independent laboratory, and potentially harmful substances are neutralized if limits are exceeded.</li>
</ul>
<h2>Carbon Emissions of HPAL Process</h2>
PTTBP has committed to achieve net zero emissions before 2050, in alignment with the net-zero by 2060 target set by the Indonesian government. To achieve this target, we have been implementing a variety of initiatives to utilize less carbon intensive energy sources, and reduce the Company’s energy consumption.
A key initiative is the construction of a solar power facility by 2025, and we are already using solar panels to power street lights and a mobile communication tower on Obi island. While HPAL smelting is carbon-intensive, it creates less emissions than other laterite processing technologies. An overview of average emissions by process has been provided by&nbsp;<a href="https://www.woodmac.com/news/editorial/the-drive-for-decarbonisation-seven-key-charts-from-the-metals--mining-forum/">Wood Mackenzie</a>. As comparison, the widely-used Rotary Kiln-Electric Furnace process is approximately 2.5 times more carbon intensive.&nbsp;
PTTBP measures its carbon emissions to assess and track its progress. Detailed data on our emissions intensity will be released soon in our 2022 Sustainability Report.
<h2>Community Development&nbsp;</h2>
PTTBP’s positive relationship with the local community has been well documented. While our presence might not be appreciated by everyone, we have strong evidence that we contribute to improved living conditions of the local community. An overview of our community development activities, as well as the documentation of a visit of local NGO leaders is available in this&nbsp;<a href="https://www.youtube.com/watch?v=BMZq53tDxpk">video</a>.
PTTBP build and maintain regular communications with local communities both formally and informally. The Company also developed a grievances mechanism that is open to the local communities’ perspective and problems. Together with the local government, PTTBP is always willing to try to solve them. It is absolutely incorrect to mention that villagers are defenseless in Kawasi Village.
Our current community development activities on Obi island include:
<ul>
<li>We improved the standard of the local health clinic in Kawasi through monthly medical services for women and children, education about infectious diseases, and free COVID-19 vaccines. Additionally, the doctors of PTTBP’s clinic conduct visits to remote villages on Obi on a regular basis to provide treatment to the local population.</li>
<li>PTTBP provides a range of infrastructure support to the local community. This support includes the provision of clean water &amp; electricity access, waste management services, as well as road construction.</li>
<li>We support economic development through the establishment of farmer and SME groups. These initiatives have created jobs and raised the level of income for many community members significantly.</li>
<li>The Company provides a significant market for suppliers from the local community and from the local province. To help them maximize this opportunity, we provide a local supplier development program to improve their capacity.</li>
<li>The Company improved the level of local education by providing incentives to teachers, purchasing school furniture and providing scholarships.&nbsp;</li>
</ul>
PTTBP embraces transparency and is always open to all its stakeholders. The company is regularly visited by the government and other authorities, journalists, customers, suppliers, partners, as well as NGO activists. We require all visitors to show clear intentions and credentials, considering that PTTBP holds the status as a National Strategic Project and National Vital Object, which requires us to ensure security in and around our operational area. Therefore, every person entering our operational area must be accompanied by operational production professionals and wear protective equipment to ensure personal safety.
We hope that our responses provide further clarity and context to demonstrate how PTTBP is responsibly managing its operations to protect the environment and people around our site of operations.
