Over the past two decades, there has been an increase in the awareness of business actors regarding the importance of carrying out practices and operational activities that support environmental sustainability and have positive impacts on the social and economic activities of the community. Business activities are no longer solely oriented towards maximizing economic profits, but also take into account social and environmental aspects.
This increased awareness is in line with the 2030 Agenda for Sustainable Development (SDGs), a new development agreement that promotes a shift towards sustainable development. SDG practices should also be based on human rights and equality to promote social, economic, and environmental development.
The SDGs are implemented with universal, integrated, and inclusive principles to ensure that no one is left behind. Consisting of 17 goals, the SDGs build upon the efforts and achievements of the Millennium Development Goals (MDGs), which ended in 2015.
One of the companies driving these changes is Harita Nickel, an entity of the Harita Group, which has opened integrated mining and downstream operations on Obi Island, South Halmahera Regency, North Maluku Province.Through economic development, Lim Hariyanto Wijaya's company is committed to achieving three goals: SDG No. 2 zero hunger, SDG No. 5 gender equality, and SDG No. 8 decent work and economic growth. To achieve these goals, the Department Head of Community Affairs and Land Management, Latif Supriyadi, stated that Harita provides continuous guidance in agriculture, fisheries, and women's SME groups.
In detail, Harita provides continuous guidance to 15 farmer groups, 285 input providers, training, and market access in the field of agriculture.
"We carry out a number of community development and empowerment programs (PPM) that have a multifaceted impact on the economic life of the community on Obi Island and its surroundings. This creates a sustainable supply chain," said Latif. The Obi Food Security Center (Sentani) has produced 5.3 tons of rice per hectare from a total of 12 hectares of cultivated land. Additionally, the Akelamo Jaya Group produces horticulture through the cultivation of long beans, chili, and tomatoes.
Moreover, Obi Sehati serves as a center for horticulture and climate-resilient agribusiness with a focus on watermelon and melon cultivation.Harita also implements the Progressive Livestock Farming Model (Impresif), which cultivates ducks, tomatoes, and chili peppers. The company also established Rumah Usaha Tangguh Ekonomi (Tough Economic Business House), which focuses on tofu and tempe cultivation and production, as well as the Salam Kawasi Integrated Agricultural Development Center.
In the fisheries sector, Harita encourages the formation and guidance of the Media Initiation and Activation of Freshwater Fish Entrepreneurship group or Mina Kita, as well as fishery development and processing. In the women's SME sector, the company supports the establishment of HOP Mart and Nyala Cafe, which involve 31 members of the Obi Snack Group and generate a daily turnover of IDR 15 million from 15 members.
"Through these economic development activities, we have opened up 574 job opportunities, involving 63 local suppliers, and generating transactions of IDR 8 billion per month," said Latif Supriyadi, the Department Head of Community Affairs and Land Management at Harita.
Furthermore, it should be noted that Harita holds a Mining Business License (IUP) and has had a saprolite nickel smelter since 2016. In 2021, they also established a limonite nickel processing and refining facility in the same operational area. Both facilities were established to support the Indonesian government's downstreaming mandate by utilizing nickel mining products from PT Trimegah Bangun Persada (TBP) and PT Gane Permai Sentosa (GPS). Harita Nickel, through its subsidiary Halmahera Persada Lygend (HPAL), has become the first company in Indonesia to process and refine limonite nickel (low-grade) using high-pressure acid leaching technology. This innovative process is capable of producing mixed hydroxide precipitate (MHP), a valuable strategic product made from previously unused limonite nickel.
Harita Nickel is currently developing the next stage of the process, which involves further refining MHP into Nickel Sulfate (NiSO4) and Cobalt Sulfate (CoSO4), both of which are key raw materials for electric vehicle batteries. To finance this development, Harita's subsidiary PT TPB will carry out an initial public offering (IPO) worth IDR 9.7 trillion.
After the IPO, PT TBP will release up to 12.1 billion shares, equivalent to a maximum of 18% of the issued and paid-up capital, to the public at a nominal value of IDR 1,250 per share. The initial offering or book building of shares will take place from March 15-24, 2023, with the shares listed on the Indonesia Stock Exchange (IDX) expected to be available for trading by April 12, 2023. The IPO funds will be used to support the completion of project construction, increase production capacity, partially repay loans, and provide additional working capital for the company.Source: Kompas

Harita Nickel's PPM Program Generates Monthly Revenue of IDR 8 Billion

In an effort to implement sustainable business practices, PT Trimegah Bangun Persada, also known as Harita Nickel, processes nickel slag, which is residual waste from smelter processing, into high-quality premium building materials with economic value. Nickel slag is classified as one of the four B3 waste sources that are exempt from being classified as B3 waste or can be considered a by-product, according to Article 54 of Government Regulation (PP) Number 101 of 2014. The other three waste sources are fly ash, steel slag, and spent bleaching earth.

As stated on the official website of the Directorate General of Highways of the Ministry of Public Works and Public Housing, nickel slag has chemical compounds similar to those found in natural aggregates commonly used as construction materials. This indicates that nickel slag has the potential to be utilized as a construction material, thereby reducing natural resource exploitation.

Harita Nickel has developed various products made from nickel slags, such as bricks, precast and ready-mix concrete, road base and fields, soil improvers, growing media and fertilizers, mortar and slag cement, composite Portland cement, and geopolymer cement. The company's highest production from optimized nickel slag is bricks, with 40,000 units produced per day, which have above-average quality compared to similar materials.

According to Tonny Gultom, the Director of Health, Safety, and Environmental Operation Department of Harita Nickel Group, the utilization of nickel slag into bricks has undergone research and development for approximately one year. Tonny stated that the produced bricks have sufficient solidity and are heavier and stronger, owing to the formulation consisting of 85% nickel slag, 10% fly ash (residual coal-fired power plant ash), and 5% cement.

With this premium quality, the economic value of nickel slag bricks is around Rp 4,000 per unit, making them more expensive than ordinary bricks. This represents a potential additional income for Harita Nickel from the non-core business sector worth Rp 58 billion per year. However, the company has not yet marketed this product outside of Pulau Obi due to high logistics costs. For now, the company only fulfills local needs, such as for the construction of the New Residential Area of Desa Kawasi, which is designed with an eco-village concept, road infrastructure, and sidewalks.

Create Innovation, Harita Produces High-Quality Bricks from Nickel Waste

Environmental issues are often closely associated with mining companies, and this is also true for PT Trimegah Bangun Persada Tbk, a mining and downstream company commonly known as Harita Nickel. Harita operates its nickel mining business on Obi Island, which borders the Maluku Sea and is located in South Halmahera.
On the island, Harita has at least four subsidiaries which: PT Gane Permai Sentosa (GPS), PT Megah Surya Pertiwi (MSP), PT Halmahera Persada Lygend (HPL), and PT Halmahera Java Feronikel (HJF). However, the mining operations have raised concerns about their impact on the environment.

The subsidiaries of Harita Nickel have integrated operations that cover everything from mining to processing nickel ore. With multiple companies operating in Kawasi Village, Obi District, effective waste management has become mandatory for these businesses.

During a visit to Harita Nickel's industrial area, Liputan6.com had the opportunity to observe the company's environmental management practices. One of the key practices is the treatment of wastewater and mine runoff.

Harita Nickel has allocated around IDR 17.6 billion in 2023 for environmental management, including reforestation of former mining areas and management of mining waste.
According to Tonny H. Gultom, the Director of Health, Safety, and Environment at PT Trimegah Bangun Persada Tbk, wastewater management is one of the main expenses. He stated this during a visit to Obi Island on Sunday (9/4/2023).
All mining operations and their downstream factories are obligated to manage mining and wastewater. To manage wastewater, Harita Nickel has constructed several infrastructure facilities such as drainage systems, drop structures, and settling ponds before the water flows into the Todoku River. After undergoing treatment, the wastewater from the factory operations flows through the Todoku River, which runs for approximately 8 km, before it eventually ends up in the sea.
To maintain the environment, the wastewater is collected in various artificial basins at different elevations in the upstream area. The goal is to allow for the settling of the carried materials. From there, the wastewater flows downstream. Once it reaches the downstream area, the previously turbid wastewater with mud deposits becomes clear.

Penuhi Ketentuan KLHK

The management of wastewater is regulated under the Minister of Environment and Forestry Regulation (Permen KLHK) Number 5 of 2014. Based on the regulation, the industrial wastewater quality standards state that the Total Dissolved Solid (TDS) level should not exceed 2,000 mg/L, and the Total Suspended Solid (TSS) should be less than 200 mg/L.
As a result, Harita Nickel's wastewater quality is below both of these limits. Looking at the flow in Todoku, it appears brownish. However, this is just the reflection of the sediment on the riverbed. The water itself is clear and eventually flows into the sea.
Tonny explained that in terms of water management, Harita Nickel also has natural spring sources. The springs that emerge in the mining area are then piped to the local residents' homes. The water is used for bathing, washing, and even daily drinking water consumption.
"We also conduct routine testing and monitoring on the water that comes out of the springs. We don't want this clear water to be contaminated," emphasized Tonny.

Terbukti Tak Cemari Lingkungan

Based on field verification, the water coming out of the Kawasi spring source is clear and has been maintained its clarity. The data shows that the water has a pH level of 8.1, TDS of 0.195 g/L, and oxygen content of 8.27 mg/L.

"In fact, the community in Kawasi uses this water source to produce bottled water," Tonny explained.

As it is known, Kawasi village has an area of approximately 133.79 square kilometers with a population of more than 1,000 people. Therefore, the use of the Kawasi spring, which is managed by Harita Nickel, becomes a daily necessity.

Thus, the data also concludes that Harita Nickel does not pollute the environment in the Kawasi village area on Obi Island.

Witnessing Harita Nickel's Wastewater Treatment in Obi Island

A number of activists in North Maluku are refuting Jaringan Advokasi Tambang (JATAM)'s accusations regarding the negative impact caused by the nickel giant Harita Group on Obi Island.
Various NGOs and student organizations are supporting the activists in their efforts. These include PB-FORMMALUT JABODETABEK, Forum Mahasiswa Lingkar Tambang Maluku Utara, LIRA Maluku Utara, DPD Ikatan Mahasiswa Muhammadiyah Malut, Himpunan Mahasiswa OBI (HIMO) Jabodetabek, Himpunan Mahasiswa Islam (HMI) Branch Bacan, Serikat Kerakyatan Indonesia (LSM SAKTI), Gerakan Mahasiswa Nasional Indonesia (GMNI), and Gerakan Pemuda Marhaenisme (GPM).

Together, they are all in unison in refuting JATAM's accusations against Harita Group. Some of the activists and organizations even suspect that JATAM has certain interests at stake.

Providing more context and background information could include explaining what specific negative impact JATAM is accusing Harita Group of causing on Obi Island, and why these activists and organizations are speaking out against JATAM's accusations.

JATAM's accusations against the nickel downstream company began with a Zoom discussion on March 24th, where the topic was "Environmental and Human Rights Abuses Behind Harita Group's Business Octopus". During the discussion, JATAM raised concerns about the negative impact that Harita Group's business practices have had on the environment and local communities. These concerns led to accusations against the company, which were later refuted by a group of activists and various NGOs in North Maluku.

Next, on March 30, 2023, JATAM officially wrote to the Financial Services Authority (OJK) and the Indonesia Stock Exchange (BEI) requesting their intervention in the midst of the company's plan to conduct an initial public offering (IPO) of PT Trimega Bagun Persada (TBP).
JATAM believes that the five subsidiaries of Harita Group operating on Obi Island have caused extensive environmental damage and suffering to the residents of Kawasi, Obi Island, South Hamahera, North Maluku.
Therefore, JATAM urges that if the IPO plan of PT Trimega Bagun Persada is to proceed, the company must issue a written statement openly, in order to be held accountable for their environmental crimes and to ensure that the ecological infrastructure of Obi Island is not damaged.
In a statement released to Cakrawala.co, Anie Rahmi, the Corporate Affairs Manager of Harita Nickel, firmly stated that what was conveyed by Jaringan Advokasi Tambang was highly misleading and had created a negative opinion towards their company.
"It is not true that all the accusations made against us, such as land grabbing, environmental pollution, repressive actions, and intimidation towards the community. Our activities have permits and technical approvals from the government and even reported regularly, it is impossible for us to do that," said Anie.
The Chairman of the Bacan Branch of the Islamic Student Association (HMI), Tahirun Mubin, considered JATAM's accusations against Harita as a one-sided judgment process. Some of the allegations, such as mining waste disposal into the sea resulting in water pollution, do not reflect the reality on the ground. "So far, we see that the Harita Group is still working according to the standards provided by the government. Regarding the allegation of mining waste disposal into the sea, it is a misconception. Until now, the fish supply for the company's needs is sourced from local fishermen. That means fish in Obi Island waters are still abundant," Tahirun said.
The Chairman of PB-FORMMALUT JABODETABEK, M Reza A. Syadik, considered the environmental pollution and damage issues raised by JATAM as only baseless claims and always become a highlighted issue.
As a native of South Halmahera resident, Reza said that he always focuses on monitoring the issues related to the problematic mining sector that affects the community on Obi Island. Therefore, the allegations made by JATAM regarding what is alleged to be happening on Obi Island raise many questions.

"The question is whether JATAM has conducted direct advocacy by going to Obi Island and whether they are aware of the economic empowerment program for the people of Obi Island initiated by Harita," he said.
Meanwhile, the Advocacy Head of the North Maluku Student Mining Circle Forum in Jakarta, Halid Hamjah, stated that since 2010, the Harita Group has contributed to the development of the South Halmahera Regency and to the national economy.
So far, Harita has been consistent in handling and preventing environmental damage on Obi Island, which resulted in Harita receiving the PRATAMA award for its achievements in preserving the environment in mineral and coal mining operations for mineral and coal commodity business entities holding IUP (Mining Business License) from the Ministry of Energy and Mineral Resources of Indonesia in 2021.
"The second award is the Blue PROPER (Environmental Performance Rating Program) from the Minister of Environment and Forestry of Indonesia in Ministerial Decree Number SK1299/MENLHK/SETJEN/KUM.1/12/2022 regarding the results of the company's environmental management performance rankings for 2021-2022," Halid said.
Agreeing with Halid, Said A Alkatiri, the supervisor of LIRA North Maluku NGO, acknowledged that since Harita has operated on Obi Island, it has helped the people of South Halmahera, particularly those in the mining area, and even contributed to national and regional development in North Maluku.

"There have been many benefits felt by the local community, especially in terms of community economic empowerment around the mine. As for environmental issues, they have not been proven because the fishermen around the mine earn income from selling their catches to Harita," said Said. Also read: Harita and Unkhair Plant 39,000 Mangroves in South Halmahera.

He urged those who frequently comment without basis and without proven research results not to develop opinions that have negative impacts on the people of Obi Island.

The North Maluku Muhammadiyah Student Association and the OBI Student Association (HIMO) in Jabodetabek believe that JATAM's accusations must be accountable to the public.

The Chairman of the North Maluku Muhammadiyah Student Association, Usman Mansur, said that JATAM's statement has made the people of Obi disappointed because the accusation that the company dumps waste into the sea, causing contaminated fish, is not true.

"It's just an issue, and we've found many NGOs based in Jakarta that comment without appropriate data," he said.

Furthermore, the Chairman of the OBI Student Association (HIMO) in Jabodetabek, Wahyu Kahusa, admitted that JATAM always creates a fuss about environmental pollution issues, one of which is related to contaminated fish in Obi's waters due to chemicals and hazardous substances.

"If there is waste in the sea, then why does Harita organize fishing competitions that are participated in by many people?" he concluded.

In addition, the Indonesian National Student Movement (GMNI) Halsel Malut branch believes that there are significant interests behind the pros and cons of Harita Group's performance and policies, which are considered to harm the community and cause environmental damage on Obi Island.

The Chairman of the GMNI Halmahera Selatan branch, Sumitro H. Komdan, emphasized that so far, the GMNI Halsel branch has monitored Harita Group's activities, including labor absorption, CSR, reforestation, and other needs of the mining community, and that Harita has fulfilled its rights and obligations.

"So far, GMNI Halsel sees that Harita Group has fulfilled its rights and obligations, which may differ somewhat from other companies in the North Maluku region," he said.

Regarding the issue related to the Initial Public Offering (IPO) process of one of Harita Nickel's business entities, Sumitro believes that there may be certain interests involved.

"If we criticize the issue of environmental damage, it is still reasonable, but if it involves the privatization of the company, it is somewhat inaccurate," said Sumitro.

The Chairman of the North Maluku region's Indonesian People's Union (LSM SAKTI), Salmin A. Gafar, stated that the presence of Harita Group has provided many benefits to the mining community.

"Based on the results of the fishermen, they catch many fish that are purchased by the company," said Salmin. Furthermore, Salmin added that the company's operations comply with regulations and meet ESG standards.

Salmin considered JATAM's claims to be mere hallucinations and attempts to create public opinion. "It is not appropriate to deliver news in the form of propaganda. Instead, it should be addressed more professionally, especially when dealing with issues related to Harita," he said.

Meanwhile, Harmain Rusli, the Chairman of the South Halmahera Marhaenism Youth Movement (GPM), stated in a press release that Harita Group's nickel mining operations in Obi have made significant contributions to the region. He also emphasized that Harita has provided various forms of direct assistance to the people in South Halmahera.

"If there are parties who draw negative conclusions about Harita Group, I suspect that those are just baseless opinions intentionally created and designed by certain individuals," said Harmain Rusli.

Maluku NGOs to College Student Activists Deny JATAM's Charges Against Harita Nickel

Harita Nickel is promoting the implementation of environmental, social, and governance (ESG) principles in its mining business to ensure sustainability. The company operates in Obi Island, South Halmahera, North Maluku Province and aims to complete the development of a Solar Power Plant (PLTS) by 2025.
Tonny H Gultom, the Director of Health, Safety and Environment at Harita Nickel (PT Trimegah Bangun Persada Tbk), stated that the company plans to reduce coal consumption at the smelting facility by installing solar panels on the ground and rooftops. This step aligns with the government's directive to gradually stop the operation of coal-fired power plants until 2060, supporting Indonesia's plan to achieve net-zero emissions.
However, the company faces challenges, as reducing emissions requires significant effort. The company is discussing with the government to overcome these challenges. The use of renewable energy sources is still hindered by technology and high costs, according to Tonny.
Currently, Harita Nickel uses coal-fired power plants to support its business operations in both mining and downstream sectors. Obi Island is a suitable location for developing new renewable energy sources (EBT) through the development of PLTS.
The company will design a roadmap for the development of this PLTS, with the aim of having some of them operational by early 2024. While developing these plans, the company is also exploring other potential renewable energy sources to support its long-term energy transition plan.
Harita Nickel is committed to promoting low-carbon and environmentally friendly operations in the industrial area of Obi Island. The company also aspires to support its affiliated entity, PT Dharma Cipta Mulia (DCM), in building a sustainable industrial area. To increase the use of renewable energy in the company's operations, Harita Nickel utilizes solar energy for lighting on the company's project sites to reduce its emissions.

Harita Nickel Promotes Sustainable Mining Operations with Construction of a Solar Power Plant

Harita Nickel, an integrated mining and downstream company, has been recognized for its outstanding environmental management and monitoring practices. The Environmental Agency of the North Maluku Provincial Government awarded Harita Nickel the compliant status on March 12, 2023, highlighting the company's dedication to sustainability.
Within Harita Nickel, five Mining Business Licenses (IUPs) received praise, including PT Trimegah Bangun Persada (PT TBP), PT Gane Permai Sentosa (PT GPS), PT Obi Anugerah Mineral (PT OAM), PT Budhi Jaya Mineral (PT BJM), and PT Jikodolong Megah Pertiwi (PT JMP). This recognition demonstrates Harita Nickel's commitment to environmental responsibility and sets a positive example for other companies in the industry to follow.
The North Maluku Provincial Environmental Agency evaluated 130 companies, divided into four groups, each led by a Department Head and a Secretary. Yusra Hi. Noho, the Department Head of Pollution Control and Environmental Damage at the agency, who is also an Investigator of Civil Servants (PPNS) for Environmental Affairs, led the evaluation of Harita Nickel and its five entities with a team of 11 members. In total, 25 companies were evaluated.
RKL is a plan to handle environmental impacts caused by business and activities plans, while RPL is a plan to monitor environmental components affected by those plans. Mining companies must submit RKL-RPL documents, and their implementation is evaluated every six months by the provincial-level Environmental Agency.

Yusra, the Department Head of Pollution Control and Environmental Damage at the North Maluku Provincial Environmental Agency, stated that Harita Nickel has all the required environmental permits for its IUPs, including PT Trimegah Bangun Persada. They also conduct regular testing to ensure they meet the environmental quality standard parameters without any violations.

The evaluation assessed emissions, ambient air, noise, and various points of both domestic and mining wastewater disposal, and all of them met the standard. As per the Ministry of Environment and Forestry Regulation No. 09/2006 on the Standard for Mining Nickel Ore Wastewater, there are 11 parameters that must be measured.

"Harita Nickel met the standard for all 11 parameters. In fact, PT Trimegah Bangun Persada has installed a SPARING or Continuous Emission Monitoring System (CEMS) at the compliance point location," she added.

Anie Rahmi, the Corporate Affairs Manager of Harita Nickel, expressed appreciation to the North Maluku Environmental Agency for fulfilled one of its main tasks, namely supervision, and guidance, especially in monitoring and managing the environment conducted by Harita Nickel.

According to Anie, the company adheres to all guidance and directives provided by its supervisors. In addition to complying with RKL-RPL, Harita Nickel prioritizes the use of the best mining practices, as outlined by ISO 45001:2018 and the mining safety management system. The Ministry of Transportation and Manpower of Indonesia's SMK3 is also referred to by Harita Nickel for all nickel processing and refining facilities.

As a form of commitment to protecting land areas, the company has also carried out the conservation obligation of the River Basin Area (DAS). Harita Nickel recognizes the crucial role played by DAS in the formation of ecosystems, including vegetation, soil, water, and humans. In fact, they have implemented a DAS rehabilitation program in Galala village, Mandioli Island, South Halmahera.

"We have handed over the management of the River Basin Area (DAS) in that location to the government because it is considered successful in rehabilitating a 517-hectare area," concluded Anie.

Ahead of Its Listing on IDX, Harita Nickel Achieves Compliance Status from DLH North Maluku

TRIBUNNEWS.COM - The majority of people who live on the coast make their living from the sea for their livelihoods, particularly those who work as fishermen. Such is the case with the local fishermen who live on Kawasi Beach, located on the west side of Obi Island in South Halmahera, North Maluku.
However, there have been recent reports alleging that Kawasi Beach is contaminated with heavy nickel metals. These allegations suggest that the catch of local fishermen in Kawasi Beach has decreased, and they are at risk of losing their livelihoods because their catches allegedly poisoned due to pollution in the Obi Sea.
These accusations and allegations are denied by the local community, most of whom work as fishermen. According to the residents, they can still go fishing because the waters around Kawasi are still abundant with fish. They sell their catch in the local market to meet their daily needs and for their own consumption, including to companies.
Saidi Jouronga is one of these fishermen. The 58-year-old man has lived in Kawasi his entire life and still pursues fishing as his profession. He goes out to sea every day from 6 am until late afternoon, except when the weather is bad.
"We can't stay at home when the weather is good because we need to go out to sea for our daily needs," Saidi said recently on the edge of Kawasi Beach.
The grandfather of nine grandchildren looks for fish around Kawasi Beach, and sometimes he goes further to Akelamo. But he notes that if they go too far out to sea, the water is deep and the waves are big, and he thinks about safety.

The average daily catch is 20-30 kg

On average, the fishermen in Obi Island, including Saidi, catch 20-30 kg of fish every day. To reach the fishing spots, they ride ketinting boats, small vessels with outboard engines that can accommodate up to four people. Such boats are commonly used in various regions of the country to transport the catches of traditional fishermen.

The fishing technique is still manual, with most fishermen using only fishing rods and handlines. Saidi prefers using a handline, which he extends to a certain depth to target the catch. "I pull it up continuously for about thirty minutes. When it's less than two meters from the boat's body, I jump into the sea and catch the fish," he explained. He recently caught a Giant Trevally weighing 23.51 kg in waters not far from the beach, which earned him the first prize in a fishing tournament held by Harita Nickel.

According to Saidi, he still catches between 20-30 kg of fish every day, including different types of fish such as the Giant Trevally (locally known as Bobara), Grouper, Red Snapper, and squid. The price of fish per kilogram in the local market is around IDR 40,000 to IDR 50,000.

Saidi emphasized that the claim that there are no fish in Kawasi's sea or that people don't want to eat them because the water is dirty is a lie. "I was born in Kawasi, I look for fish here every day until now, so I know exactly," he said.

Harita Nickel Brings Progress to Kawasi Village

Regarding the presence of Harita Nickel in his birth village, Saidi stated that the company's operations have brought about many positive changes. Besides providing employment for local residents, the company also offers assistance to Obi fishermen and farmers like himself.
"The presence of this company has brought many changes to Kawasi Village. It is not causing any more damage, but the village is becoming more beautiful. It is not going backward, but it is progressing," he explained.
Saidi also admitted that he is ready to support the company's programs, which have obtained permission from the government, including the planned relocation of Kawasi Village residents to a new settlement prepared by the company.
"If we are asked to move, we will follow. In principle, I support whatever program the government and the company have, because it's for the good of the community, especially for our children and grandchildren in the future," he added.
Saidi also mentioned that the sea has become an integral part of his life. Thanks to the results of fishing, he can fulfill his daily needs and even afford to send his children to school. Two of his children have already graduated from college and are working, while one is still in college in Ternate and will graduate this year, and the rest are still in school.
"I have given my children the opportunity to study, so that they can think, 'my father catches fish in the sea so that we can go to school and study'," he added, hoping that the lives of his children and grandchildren will be better in the future.
Hut Ibrahim, a resident of Kawasi Village who also works as a fisherman, also stated that he still goes fishing in the waters of Kawasi. Like Saidi, he still uses traditional equipment to catch fish.
In addition to meeting his daily needs, Hut Ibrahim also uses the proceeds of his fishing to finance his children's education. One of his children has even graduated from a university in Ternate with a degree in Computer Engineering and will continue to pursue a master's degree this year.
"The company has provided many benefits to the community so far. Hopefully, in the future, it can continue to develop and become even more advanced in building the community here," said Hut Ibrahim.

Several parties denied accusations of pollution in Obi Island's waters

Accusations that the company's activities have led to sea pollution on Obi Island have been denied by the company and other parties. The company's defense is supported by an independent and accredited laboratory's results, which show that water samples taken from the sea still meet quality standards.

Experts in marine and fisheries, as well as independent academics from prominent universities in Indonesia, such as Bogor Agricultural University, Khairun University, Diponegoro University, and Sam Ratulangi University, have conducted direct research. They report that fishing activities in the waters around Obi Island still show productive conditions that are typical of tropical waters.

For example, between 2015-2021, Dr. Inneke Rumengan, a lecturer of Planktonology at the Faculty of Fisheries and Marine Science at Sam Ratulangi University (Unsrat), conducted research and stated that the condition of the marine biota community in Obi is stable, and there is no declining trend.

The company's Head of External Relations, Stevi Thomas, affirmed that the company practices excellent mining through good corporate governance and responsible environmental management. The company also takes on corporate social responsibility through the Community Development and Empowerment Program.

The program covers various aspects, including education, health, socio-culture, economic development, and infrastructure development.

Stevi Thomas added that the program is not only carried out as a manifestation of social responsibility but also reflects the company's principle to encourage growth and operational management through fulfilling responsibilities towards the community and the environment.

"Community Development and Empowerment Program is carried out in line with the government's program through partnerships and the active roles of various stakeholders. Communities in several villages fostered by the company have felt the benefits of various programs, including higher education scholarships, access to health services, agricultural and SME development, support for community social activities, and the strengthening of public service infrastructure on Obi Island," concluded Stevi Thomas.

Local Fishermen Respond to Allegations of Nickel Waste Pollution in the Kawasi Beach

TRIBUNNEWS.COM - Obi island waters are suspected to have been polluted with heavy metal waste. More specifically in the western waters of Obi island, where there are nickel mining activities. However, studies have revealed that fisheries productivity in waters which is administratively located in South Halmahera Regency, North Maluku, is still well maintained.

Several aquatic ecology survey teams that conducted surveys in the surrounding waters of Obi island confirmed their findings about productivity of the waters around Obi island.

The Napoleon team represented by Prof. Dr. Inneke Rumengan, said that fisheries productivity in Obi island waters, in terms of the diversity of reef fish, plankton and macrobenthos, indicates the condition of productive waters, typical of tropical waters in general. In 2015 to 2021, it showed a stable condition of the marine biota community, with no downward trend.
"Our team observed directly by diving, observing the fish species present there. From year to year, the trend is relatively the same. Referring to coral reef fish, there tends to be a slight increase, both in number and type in 2020-2021," said Prof. Inneke.

Based on the observations made by Inneke and her team, they found various variants of fish, both surface fish (pelagic) and bottom fish (demersal). She said that pelagic and demersal fishes from small to large sizes are still abundant in Obi Island waters.

She cited large pelagic fish species in Obi waters, such as cakalang (Katsuwonus pelamis), tongkol batik (Euthynnus affinis) and even larger tuna (Thunnus spp). While demersal fish for consumption, such as grouper (Serranidae), rat grouper (Cromileptes altivelis), and snapper (Lutjanus).

Inneke further explained that fisheries productivity is mainly supported by plankton. Plankton's position in the marine organism food chain is very strategic. As producers of organic materials needed by other organisms, plankton sustain the life of marine biology above them, including fish.

"Our data regarding plankton that we observe from year to year, in terms of abundance and biological index, shows that the water condition is quite productive. If there are many plankton, there will also be many prey organisms. And the plankton becomes fish food," explained Prof. Inneke, who also teaches Planktonology courses at the Faculty of Fisheries and Marine Sciences at Sam Ratulangi University (Unsrat).

In that 6-year period, her team made periodic observations at 29 points. One of them is in the waters of Kawasi, which is located in the west of Obi Island. The results of his observations if averaged from year to year, fisheries productivity in Obi waters is still relatively the same.

Regarding the number of fishermen's fish catches, it usually varies from time to time, depending on fishing gear used and wind season, so it is not appropriate to be used as a benchmark to measure the productivity of a waters.

"If you look at the catch data, it is not necessarily like that, because what is there is not necessarily caught all. It depends on the season and the fishing gear used. So our research (related to fisheries potential in Obi, ed) is more accurate because we observe directly," he explained.

In addition to conducting direct research, her team also conducted survey research by interviewing fishermen in a number of villages on Obi Island. The information explored includes the types of fish caught, the equipment used, and what the fish is used for.

"Fishermen in Kawasi catch fish for their own consumption or hobby. Even if they have excess, they sell it to local traders. The number of fishermen has decreased because most of them have worked in the existing companies, "said Prof. Inneke, explaining the results of survey research conducted in Kawasi Village which is in the village around the Harita Nickel mine.

Another survey team led by Dr. M Janib Achmad, a marine expert from Khairun University (Unkhair) Ternate, also revealed that the Obi Island waters as a whole are fertile waters because they have abundant chlorophyll. Thanks to the maintained productivity, the local community still prefers to be fishermen.

" Obi's waters are fertile because the chlorophyll is abundant, so fishermen continue to be fishermen," explained Janib Achmad, who also serves as Dean of the Faculty of Fisheries and Marine Sciences at Unkhair.

The findings were illustrated in the study "Fish Basket Survey in Kawasi Village and Soligi Village, Obi Island" conducted by his team in 2022. The study results on surveys in two villages around the Harita Nickel mine explained that the distribution with the highest concentration of chlorophyll a was in the northern part of Obi Island, where the surface temperature was relatively warm and made Obi Island fishermen increase as well.

Arlindo Phenomenon in Obi Waters

Fisheries productivity in Obi waters is affected by oceanographic factors. These waters lie at the meeting point between the Pacific and Indian oceans. The meeting of the two large oceans is known as the Indonesian Throughflow (Arlindo). This statement was made by Prof. Denny Nugroho Sugianto, a marine expert at the Department of Oceanography, Diponegoro University Semarang.

Prof. Denny further explained the path of Arlindo in Obi waters. According to him, the Arlindo passes through the northern part of Obi through northern Bisa Island, western Obi, and southern part through southern Gamumu Island. This is what makes the productivity of Obi Island waters very high.

According to Prof. Denny, the productivity of Obi Island waters is reflected in the abundance of pelagic fish in the area. "The presence of these fish has a positive impact on fisheries productivity in Indonesia," he said.

"The primary productivity of a waters is closely related to oceanographic conditions that bring nutrients for phytoplankton growth near the sea surface, thus enriching the biomass in the area," said Prof. Denny, who has conducted research in Obi waters.

Furthermore, Arlindo is the movement of water masses from the Pacific Ocean to the Indian Ocean which has a positive impact on the waters it passes through. The meeting of the two oceans' currents becomes a medium for the migration of large pelagic fish, such as tuna and skipjack. These high-value pelagic fish will be found around the waters through which Arlindo passes.

However, utilizing adequate equipment is needed to access the abundance of fisheries productivity in the Arlindo route in Obi waters. Because Arlindo is offshore, it requires a supporting fleet and fishing equipment.

" If it is around the coast, it is utilized by small fishermen. But if we want to have a big potential, it's offshore. Eastern Indonesia is indeed a barn of fish, because of oceanographic processes," he said, advised that Obi's potential marine resources can continue to be preserved.

Local Fishermen Keep Fishing in Kawasi Waters

The marine experts' research results are confirmed by local fishermen in Kawasi Village. Saidi Jouronga (58 years old) said that Kawasi waters are still abundant in fish. He admitted that he is still fishing in waters surrounding the operations of Harita Nickel, a nickel mining and downstream company that has been operating since 2010.

"I only fish near here. From Kawasi to Akelamo. For bigger fish like tuna and skipjack, we have to go to midwater. But if I go too far to the sea, it's too deep and has big waves. I also have to consider my safety," he said.
Using traditional equipment such as fishing rods, he catches between 20-30 kilograms of fish every day. The types of fish also vary. From Giant Trevally or locals call it Bobara, Grouper, Red Snapper to squid. He sells his fish to local traders at prices ranging from IDR 40,000 to IDR 50,000 per kilogram.

"So if anyone says there are no fish in the Kawasi waters, or even if there are fish, they don't want to eat because the water is dirty, that's a big lie. I was born in Kawasi and still catch fish here to this day, so I understand exactly," said Saidi.

Hut Ibrahim (60), a resident of Kawasi Village who also a fisherman, admitted that he is still fishing in Kawasi waters. Like Saidi, Ibrahim fishes using traditional gear. He used the money from fishing to pay for his daily needs and his children's school fees.

3 Marine Experts and Obi Fishermen Answer: Obi Island's Waters Productivity Remains Sustainable

Harita Nickel strongly denied JATAM's allegations regarding environmental damage as a result of its mining operations on Obi Island, South Halmahera, North Maluku.
Harita Nickel considers JATAM's statement in a press release distributed on Friday (3/24) to be seriously misleading and has resulted in an unfavorable opinion of Harita Nickel's development efforts on Obi Island.
Corporate Affairs Manager of Harita Nickel, Anie Rahmi emphasized that PT TBP's mining operational system, which is a business unit of Harita Nickel, always prioritizes the best mining practices by referring to KEPMEN ESDM No. 1827/2018 concerning Guidelines for the Implementation of Good Mining Engineering Rules, which starts from land clearing, stripping top soil, removing overburden, taking limonite ore to be processed at the HPAL factory with hydrometallurgical technology, taking saprolite ore to be processed with pyrometallurgical technology, closing mine pits, reclamation and revegetation.
"We are the first company to carry out mineral conservation, which means reducing rock waste to be utilized as mineral resources for electric car battery raw materials," Anie said.
Regarding the issue of annexation of residents' land alleged, it can be conveyed that the entire Harita Nickel area on Obi Island that has been operating is currently located in the Forest Area, both Production Forest (HP) and Conversion Production Forest (HPK) and Harita holds a Land Use Forest Permit (PPKH) for each land clearing.
People who have cultivated, are given compensation for the land as well as compensation for growing plants (GRTT) in accordance with Decree of the South Halmahera Regency Government.
"And it is not true what is alleged that the company occupies land through repressive actions as well as intimidation to residents, but through a transparent process and favorable payments for the community," Anie explained.
The statement that almost all water sources of Kawasi residents have been polluted due to nickel ore sedimentation from company operations is misleading.
Anie emphasized that there was no discharge of nickel ore into the water sources of Kawasi residents which caused sedimentation.
So far, PT TBP has placed the remaining nickel processing products into the former mining pit (Dry Stack). The Dry Stack is considered a safe and environmentally friendly method that meets national and international standards.
"There is no discharge of factory waste into the Todoku River and Akelemo River. The company has always been compliant in environmental management and monitoring," Anie emphasized.
The remaining processing products are not placed in the Toduku River or Akelamo River, but in the former mine out in dry tailings in compliance with the Technical Approval and Operational Feasibility Letter (SLO) from the Ministry of Environment and Forestry (KLHK).
Commencing its operations in 2010, the company has obtained environmental permits and environmental management permits from the government.
Later on November 17, 2020 the government designated Harita Nickel as a national strategic project.
"We also have obtained permits as well as technical approvals from the government for processing residue or waste management, where the residue of this process is initially managed, and released to the environment in compliance with established quality standards, and periodically reported to the government," Anie said.
During its operations, the company's waste management has always received regular inspections and supervision from the national, provincial and district governments.
The relevant government agencies for the environment and mining also conduct inspections and supervision from the national, provincial and district levels on our environmental monitoring and management implementation activities. The statement that waste disposal pipes from the company's exploration activities allegedly lead to the sea, causing ecosystems and vulnerable fish to be contaminated with heavy metals. "This is also totally misleading. There are no exploration pipes to the sea," Anie said.
Regarding the results of Muhammad Aris's research that was used as a reference, it cannot be concluded that the fish on Obi Island are polluted, as the research did not mention where the sample points were located and what the contamination was due to.
So far, most of fish supplies for consumption of Harita Nickel employees on Obi Island are obtained from local suppliers from Kawasi Village and Soligi Village.
Harita Nickel recently held a fishing competition in Kawasi and the results of some participants who are residents of Kawasi and Soligi Village even managed to hook a fish weighing more than 20 kilograms.
This indicates that fish around Kawasi are still abundant which means that the marine ecosystem, especially around the mining area, is still preserved.
Meanwhile, regarding the relocation issue of Kawasi Village residents to the Eco-Vollage, this is a government program supported by the company. This is because the current location is too crowded and results in an unhealthy environment. The relocation to the new location, with three times of the existing settlement area, all permanent housing units are equipped with excellent sanitation, well-organized school area, complete social facilities, equipped with clean water facilities, 24-hour electricity, and other supporting public facilities. The new village will improve the livability of the community.
"The Eco-Village program is currently in the process of completion and is supported by most of the Kawasi villagers," she said.

Harita Nickel Disputes JATAM's Allegations Regarding Environmental Degradation on Obi Island

Bloomberg - The company, also known as Harita Nickel, is leaning toward pricing the shares at 1,250 rupiah apiece, said the people, who asked not to be identified as the information is private. Such consideration comes as the order book is well over-subscribed, one of the people said. The talks are still ongoing and no decision has been made, the sources said. Harita Nickel representatives also refused to comment.
Harita Nickel has marketed as many as 8.1 billion shares at IDR 1,220 to IDR 1,250 each. If the IPO price is above the range, the company will raise as much as IDR 10.1 trillion (US$660 million) and surpass PT Pertamina Geothermal Energy as Indonesia's largest IPO fundraiser this year, according to data compiled by Bloomberg.
Harita operates the first high-pressure acid smelting plant on Obi island in North Maluku, as mentioned on the company's official website. The HPAL process converts local low-grade ore into a mixed hydroxide precipitate - a nickel product that can be further processed to make batteries.
The HPAL facility has a production capacity of 55,000 tons per year. Next year, the new plant will double its production to 120,000 tons.
The company will determine its offering price today, Friday (24/3/2023) and begin trading on the Indonesia Stock Exchange (IDX) on April 12, 2023. Credit Suisse Group AG, BNP Paribas SA, Citigroup Inc. and PT Mandiri Sekuritas are acting as joint global coordinators.
